He could have saved her

Cameron — Miya Marcano was only 19-years-old when a worker in her apartment building used a master key to enter her room, kill her and hide her body. Miya's family urged the police to take action after finding blood on a pillow, a boxcutter on the floor and signs of distress in Miya's apartment. Deputy Samir Paulino ignored the family's pleas. Paulino was suspended without pay for only 150 hours for failing to investigate Miya's case properly. Miya's cousin Caili says that's not enough. On September 24, 2021, after the family discovered that 19-year-old Miya Marcano was not on the flight she was scheduled on they immediately contacted the Orange County Sheriff's Office to conduct a welfare check. Video footage of Miya's family first encounter with Armando Caballero and Orange County Sheriff deputy Samir Paulino was captured on video. Despite multiple pleas to deputy Paulino for help and clear signs that Miya was in danger, Deputy Paulino was dismissive of the claims made by the family, acted with no urgency and took no reasonable steps to determine if Caballero was involved in Miya's disappearance.  Deputy Paulino failed to report to anyone that the family told him there was blood on a pillow, a boxcutter on the floor and signs of distress in Miya's apartment. Deputy Paulino failed to search Caballero's vehicle despite evidence that Caballero was involved in Miya's disappearance. Days after Caballero was linked to Miya's disappearance, he committed suicide.  Days later, Miya was found dead. 

 

Deputy Paulino's multiple failures delayed the search for Miya and allowed Caballero to go free despite evidence he had something to do with Miya's disappearance. As a result of the actions of deputy Paulino, an investigation was launched.  The Administrative Investigation Report prepared by Orange County Sheriff's Office Professional Standards Section found Deputy Samir Paulino failed to report certain details to anyone, like blood being found on Miya's pillow and signs of distress, leading to Miya being identified as a "voluntary missing person" rather than a "missing endangered person." It was further found that Deputy Paulino failed to act with a sense of urgency and was dismissive of the claims made by Miya's family.  Despite his multiple violations of policies, Deputy Paulino only received a 150-hour unpaid suspension as discipline.  That is not enough!!  Had Deputy Paulino acted with a sense of urgency, the outcome of the investigation could have been different.  We are asking for you to join us in demanding that Deputy Paulino be terminated.  Deputy Paulino showed that he is not fit to serve the citizens of Orange County.
